Project Need - Project Delivery This project is being established to provide an educational, recreational and cultural multi-service center for multi-generational use. It is being developed in response to a request by the Vietnamese-American Senior Citizen Association, individual Vietnamese-American Senior Citizens and the Vicar of the Catholic Church for the construction of a facility that would address and meet the needs of the target community. There are over 100,000 Vietnamese-Americans in Houston with a
substantial number located in the area surrounding the site of the
proposed project. Of that 100,000 a significant number are senior
citizens. Seniors have long been recognized by government officials as
having particular needs different from citizens generally. In addition to
those needs the target community has other needs uniquely peculiar to
them. The Vietnamese-American seniors have language barriers in that most
speak only their native language. They also enjoy a culture that is unique
and has not been fully embraced within the broader community in which they
live. This center will provide a safe-haven for these individuals to
commune among others similarly situated thereby enriching and perhaps even
prolonging their lives. The CDC has partnered with several long term organizations that have
long histories of providing services to this and other communities in
Harris County, Texas. Presently, the Association provides an inadequate facility for its constituency. The building is in great need of repair and expansion and is not located in a suitable location, that being a strip shopping center. The Catholic Church has been active in the Vietnamese-American community providing counsel and services to seniors and other members of this community. Father Anthony, Vicar for the Vietnamese Catholics of Harris County, strongly supports this project as addressing the needs of this community. The Acres Home Chamber of Commerce will participate in the economic development phases of the project by working to attract and train small businesses and to create permanent jobs in connection to the project. The CDC is uniquely qualified to construct this project and ensure its success. First, because the community has selected this group to construct the project, i.e. it enjoys the support and confidence of the community it will serve. Second, it has control of the 12+ acres site needed to construct the facility. Third, its principals speak the language of its constituency and understands the cultural implications of its actions. Finally, the CDC has already made significant strides in achieving the development of this project. Finally, it has identified a team of qualified professionals to achieve success. The first development on the site would be the construction of the senior citizen center. The 8,000-10,000 square feet center will provide an auditorium, cafeteria with commercial kitchen, six classroom for E.S.L. and other educational and cultural uses, two healthcare rooms that provide familiar medical treatment including acupuncture and chiropractic massages as well as conventional American medical care. The complex included a Health and Fitness Center that includes a full service health and fitness, an indoor swimming poor, pass and full-line fitness equipment. The following services are planned for the residents:
